Where this applies
United States, paid renovation, repair and painting work that disturbs paint in housing built before 1978 and in child-occupied facilities. Section 745.90 says a certified renovator must perform or direct the workers who perform the lead-safe work practices, and must be physically present while warning signs are posted, while the work area is contained and while it is cleaned; section 745.89 requires firms to assign a certified renovator to every renovation and to use only certified renovators or workers they have trained. The quoted words are in the final rule published on 22 April 2008 and are unchanged in the 2025 annual edition. It is a lead-safety rule for every trade that renovates, not only carpenters, and it covers only older housing; it requires an accountable certified person on the job rather than forbidding machines, and says nothing about AI or robots.
What this means
On US renovation jobs in pre-1978 housing, a certified person must answer for the lead-safe work and be on site for its key steps.
What it does not yet show
It is a safety rule for every renovating trade in older homes; it does not say machines cannot do the work.
