Evidence stage
ConstraintFailure, rollback, regulation or cost is suppressing adoption. Can lower an assessment or widen its uncertainty.
Tasks this bears on
Advising, negotiating and presenting
Negotiating with developers, presenting recommendations to committees and inquiries, and explaining decisions to the public.
Still human-led✓ Evidence-backed
Where this applies
Scotland. The section says each planning authority must have a chief planning officer, that this officer's role is to advise the authority about carrying out its planning functions, and that the authority may not appoint someone unless satisfied they have appropriate qualifications and experience. The words were enacted by the Planning (Scotland) Act 2019 (Royal Assent 25 July 2019) and came into force on 1 April 2024. It puts the advice to the authority with a named, qualified person; it says nothing about negotiating with developers or presenting at inquiries, nothing about other planners in the authority, and nothing about AI.
What this means
In Scotland the law gives advising the planning authority to a named officer who must be qualified for it.
What it does not yet show
It covers advice to the authority, not negotiating with developers or speaking at inquiries, and it is silent on tools.
What you can check
Open section 1A of the Town and Country Planning (Scotland) Act 1997 and find "Each planning authority must have a chief planning officer".
Does it change the assessment?
No. The impact index is never moved by a single event. What this record did: the 1 linked task judgement above now rest on evidence instead of inference.
