Tasks this bears on
The passenger in trouble
The collapse at the back, the fight, the lost child, the drunk who will not get off — the moment the bus stops being transport and becomes a small public space someone has to be responsible for.
Still human-led✓ Evidence-backed
Where this applies
Japan. Under the Road Traffic Act's provisions for specified automated operation, in force from 1 April 2023, the operator must designate a supervisor (特定自動運行主任者) from people meeting set requirements; after an accident the supervisor must notify the nearest fire service and send an on-site responder to the scene; and any crew on board must immediately aid the injured and prevent danger on the road. Accidents only; other incidents such as illness or a dispute on board are not covered.
What this means
Even with no driver, Japanese law makes named people responsible for injured passengers after an accident.
What it does not yet show
Accidents only, one country; it does not say the person must be on board.
What you can check
Open the Road Traffic Act on e-Gov, go to Article 75-23, and find 「直ちに、負傷者を救護し」.
Does it change the assessment?
No. The impact index is never moved by a single event. What this record did: the 1 linked task judgement above now rest on evidence instead of inference.
