Japan requires an agent who represents several insurers and recommends from a comparison to explain the comparable products and the reason for the recommendation

Evidence stage
ConstraintFailure, rollback, regulation or cost is suppressing adoption. Can lower an assessment or widen its uncertainty.
Tasks this bears on
Explaining online comparisons to clients
Going through prices and features a client has already compared online, and explaining why a recommended policy differs from the cheapest one.
New task✓ Evidence-backed
Where this applies
Japan. The enforcement regulation says that when an insurance solicitor that represents two or more insurers proposes a policy by selecting, from comparable policies of the same kind, one that fits the customer's wishes, it must explain the outline of those comparable policies and the reason for the proposal; and that a proposal made without such a selection must still state its reason. The quoted item reads the same in every version e-Gov holds from 1 April 2017. The duty attaches to the solicitor, which may be an agency company rather than a person; it does not cover comparison websites.
What this means
In Japan, explaining why a recommended policy differs from the others compared is a legal duty of the agent, not an optional service.
What it does not yet show
One country; the duty is on the agency, which may be a company, and it does not say a person must deliver the explanation.
What you can check
Open the Insurance Business Act Enforcement Regulation on e-Gov, go to Article 227-2, and find 「比較可能な同種の保険契約の概要及び当該提案の理由」.
Does it change the assessment?
No. The impact index is never moved by a single event. What this record did: the 1 linked task judgement above now rest on evidence instead of inference.
